Que ate bien la bandera para llevarla hacia lo alto, para que allí se mantenga, le habría dicho Belgrano a Cosme Maciel, al ordenarle izar por primera vez la bandera nacional en las barrancas del Paraná, en el pequeño caserío del Rosario del pago de los Arroyos.
¿Por qué fue Cosme Maciel designado para semejante honor? Es cierto que era sobrino del sacerdote que bautizara al propio Belgrano, es cierto que era la máxima autoridad civil presente. Pero creo que hay otro motivo…
Belgrano, nuestra bandera, la Independencia y el río Paraná, son inseparables.
¿Quién era Cosme Maciel? Ya dijimos que era la máxima autoridad civil de una región que aún no era provincia, ya que era regidor en el Cabildo de Santa Fe. Pero, y es un hecho de la mayor importancia, Cosme Maciel armaba barcos y barcazas y recorría el tramo del río entre Santa Fe, la bajada del Paraná (hoy ciudad de Paraná) y Buenos Aires. Cuando Belgrano pasó por Santa Fe, rumbo al Paraguay, los barcos y barcazas de Cosme Maciel colaboraron en el cruce del Paraná para que el pequeño ejército, al mando de Belgrano, pudiera seguir camino a través de Entre Ríos, Corrientes y Las Misiones. Y cuando Belgrano llega al caserío del Rosario, tiempo después, a inicios de 1812, Maciel está colaborando con el coronel Monasterio en el armado de las baterías y las defensas en el río, para evitar el paso de la flota española. Sus barcazas, traían maderas de las islas para armar las defensas y llevaba materiales hacia las Islas, cañones, pólvora, proyectiles y armamento para la batería Independencia. Belgrano era plenamente consciente que el dominio de las aguas de los ríos interiores era la llave que abría o que cerraba la expoliación de nuestra riqueza por parte de las grandes potencias europeas, España en primer lugar que llegó para apoderarse de la plata y del oro americano. Recordemos que Garay hablaba de abrir puertas a la tierra; puertas / puertos para entrar tierra adentro y llegar a la zona de las riquezas que tanto ambicionaban. El dominio del río y de los puertos era vital para nuestra soberanía e independencia y el dominio de los ríos y de los puertos era vital para las grandes potencias en su empeño de adueñarse de lo nuestro y el armado y la posesión de barcos propios, era la otra gran llave, para asegurarnos nuestra independencia y soberanía.
Podemos pensar que Belgrano, que tanto ha insistido en la conformación de una marina propia; en la construcción de barcos propios, proponiendo el uso de los bosques de nuestra tierra y cuidando la reposición de los árboles; proponiendo una industria del cáñamo para cordelería y velas y proponiendo la explotación de betunes para el calafateado de las naves, al encomendar el izado por vez primera de la bandera a un armador de barcos, navegante de este río que corre frente a lo que en una época era el caserío de Rosario, es coherente al estimular de este modo, la defensa de nuestro río, de nuestros mares, de nuestra tierra y el desarrollo de un poderoso comercio que fomente la riqueza de nuestro pueblo y de nuestra patria.
